Do you have a cosmetic product that you want to market in the UK?  N.B. The term 'market' covers a wide range of scenarios, from selling to giving away for testing.

UK Regulations for the cosmetic market ask manufacturers to undertake three main tasks, before a product can be marketed legally.  




This document is produced using data from your product's formula/recipe.  It is an in-depth toxicological assessment of the ingredients used to produce your product and provides information on the level of safety of those ingredients.  Statements on the product's Stability need to be included in a CPSR, as well as a Certificate attesting to the efficacy of any preservative ingredients used in the product (if required).  As a basic requirement, in order for us to successfully undertake a CPSR we need a clear




list of ingredients in the formula and their weight (in grams).  Please see our Terms & Conditions for further information.



A PIF contains all the relevant information on a product, including its labelling and method of manufacture.  It also includes a copy of the product's CPSR (see above).  Comments about the product's credentials on Animal Testing and Good Manufacturing Practice need to be included also.  A product's PIF is prepared by its Responsible Person and stays with the product for 10 years.


N.B.  Both a PIF and a CPSR are classed as Living Documents and are therefore capable of being updated, as necessary.


SCPN (Submit Cosmetic Product Notification) service:

From January 1st, 2021 UK cosmetic regulations have required the Responsible Person for a cosmetic product to ensure that the product is registered on the SCPN.  This service falls under the General Product Safety Regulations (2005) (GPSR), monitored by the Office for Product Safety and Standards (OPSS).  


We make absolutely sure that a product's Responsible Person has the correct tools to achieve all three of the above criteria, as demanded by the UK Government under its Regulation (EC) No 1223/2009/Cosmetic Products Enforcement Regulations 2013, amended by the Product Safety and Metrology etc (Amendment etc) (EU Exit) Regulations 2019.
