What is a CPSR?
A Cosmetic Product Safety Report, otherwise known as a CPSR, is a two part document (Part A and Part B – see below) that all cosmetic products being placed on the EU market need by law. Part A: Cosmetic Product Safety Information - covering: Quantitative and qualitative composition Physical/chemical characteristics and stability Microbial quality Impurities, traces in the product and information about the packaging material Normal and reasonably foreseeable use Exposure to the cosmetic product Exposure to the substances Toxicological profile of the substances Undesirable effects and serious undesirable effects Information on the cosmetic product Part B: Cosmetic Product Safety Assessment: This is signed by a professional assessor and is their conclusion on the product and why it is safe for market, covering: Assessment conclusion Labelled warnings and instructions of use Reasoning Assessor’s credentials and approval of Part B For in depth information visit: http://www.legislation.gov.uk/eur/2009/1223/annex/i Do I need a CPSR?
The short answer is YES! It is a legal requirement (under Regulation (EC) 1223/2009) for any cosmetic product being placed on the EU market. It also gives you certain knowledge that your product is safe for use by the general public. The consequences for ignoring the requirement to have a CPSR, should your product injure someone, can be severe and might even result in a custodial sentence. Trading Standards officers can buy or seize goods to check that they are safe, they may enter premises to carry out inspections of goods or request that you provide technical documents relating to products or your processes. We charge £150.00 for one CPSR, which can contain one base and up to three variants, with additional variants being charged at an additional £15.00 each.
